1) this is for Debian developer help
2) ppp will simply accept the IP address your ISP gives you. It will just
happen to be the same one everytime. You should not need to setup anything
different in ppp.
After ppp works just pretend that the ppp link is a normal network link and add
the info to /etc/hosts, your MTA and what not.
