Adding docs to a package

How to add external docs to a package ( like in the package Mutt, for
example) ?
I think I must simply add the docs to the package-version directory and
install them using dh_installdocs, musn't I ?

How to make an info page ?
I usually see that there's a man page and an info page for a program but I
don't know how to make an info page. Must I make a SGML doc before ? WHich
packages are for this purpose ?
