k12admin package

I'm working on a package for k12admin (http://k12admin.cmsd.bc.ca/).  This
package depends on ssh.  Does that mean it has to go in contrib?  Are
there any DFSG-compliant alternatives to ssh?  I only need it as a secure
transport agent for rsync.

Another question:

This package is broken into two packages: k12admin-server and
k12admin-client.  The k12admin-client package has the potential to
completely overwrite system password files (this is the point though, it
is supposed to update those files from info from the k12admin-server
machine).  This won't happen unless the client computer is configured from
the web page on the k12admin-server machine after the k12admin-client
package is installed, so I can't see it happening by accident.  However,
is there a place where I should put a warning to this effect?  Is putting
it in the package description enough?
