If he wants to INSTALL or CONFIGURE Linux for a Khmer-speaking environment, you are right. 

However, he may be wants to DEVELOP debian-khmer like Anthony develops debian-chinese (adapting packages, creating packages for language-specific tools, translating documentation or software, etc). If so, debian-mentors is a good start.
