How to make a new release .deb?

  Hi,
  I want to make a new debian package based on a new upstream release.
What is the correct way of doing this? After I extract the tar file,
do I just copy the old packages 'debian' directory? Do I apply the diffs from
the old version, on top of the new one? Is there any better way? I will RTFM,
but I would like a quick pointer nonetheless.
  I hope I was not too misguiding.
