If it's GPL, a CD-ROM vendor can sell for 1M$ if they wish, but the buyer
can still give it away to anyone under the GPL.
The fact that many CD vendors compete to sell GPL code means that they
can't expect to make sales at more that a few dollars per CD (unless
selling to a very uninformed market).
