libnet-perl and boot-floppies

I am still trying to get a custom build of the boot-floppy set but I want
to make sure that I can build a default set of the debian floppies first.
It looks like I have everything configured properly but it is dying during
the making of the base set.

It gets stuck in a loop that looks like this:

Setting up libnet-perl (1.0502-1) ...
Can't locate IO/File.pm in @INC (@INC contains:
/usr/lib/perl5/i386-linux/5.004 /usr/lib/perl5

/usr/lib/perl5/Net/Configure line 6.
BEGIN failed--compilation aborted at /usr/lib/perl5/Net/Configure line 6.
dpkg: error processing libnet-perl (--configure):

dpkg: also configuring `libnet-perl' (required by `dpkg-ftp')
dpkg: libnet-perl: dependency problems, but configuring anyway as you
request:
 libnet-perl depends on perl (>= 5.003.07); however:
  Package perl is not installed.
Setting up libnet-perl (1.0502-1) ...

And it repeats from there until it dies with:

Is there some version of something I might be able to get out of Incoming
that would repair that?
