Yes. Unlike the various HOWTO or tutorials which are on Developer's Corner 
which are all buggy and out of data (and unmaintained).

Another nice source of information are the source packages themselves. That's 
the beauty of free software. Pay special attention to the '.diff.gz' file in a 
source package: this is where all the Debian-specific stuff are. That's the 
work of the packager.

'man dupload' is the best source for me. (dupload is in the dupload package.)
