Best place to start is the "Developer's Corner" off www.debian.org.
Skip down to the section titled "Packaging Information" and follow
the link that says "The New-Maintainer's Debian Packaging Howto".

Before you release your package, you'll want to have reviewed the
debian packaging manual and policy manual, and you'll want to have
run lintian against your package, but pick an order of approach
that's convenient for you.
