If package A depends on package B, which depends on package C,
then A logically depends on C. However, if A specifically requires
something from C, rather than accessing it via B, A *must* declare
its dependency on C.
Indirect dependencies are not allowed.
This was discussed within the last two months.
If A does not use part of C directly it should not depend on it,
because B could legitimately change its implementation to not require C.
