I confirm that I realised this.  Its done by one of the Debian Janitor
tools and I assume this is a bug in those tools.  I admit I was to lazy
to dig into those tools and file a bug report about this.

which has been fixed in the latest upload https://tracker.debian.org/news/1297402/accepted-lintian-brush-0120-source-into-unstable/

Please update the version of lintian-brush you have locally.

really motivated to revert those changes afterwards in routine-update

It decreases the overall quality, and I don't think not reverting this is a sensible thing to do.
In any case, we do have a solution to not do this in future packages.
