I've included python3-pydicom as a test dependency for the testbed, Regular users of dcmtk wont need this to install dcmtk. I thought of using the example dicom file that comes with pydicom instead of including the same with the dcmtk source. If this approach is not appropriate I'll remove the dependency and I'll add in the sample file along with the dcmtk source.
