Request for sponsored uploads of tao-json and tao-config packages

Hello,

I have been working on tao-json[1] and tao-config[2]. tao-json is listed
as a 'Covid-19 Dependency'. Additionally, tao-json is a dependency for
tao-config, so please upload tao-json first before uploading tao-config.

I will also append these to the NEW request wiki.

Let me know if anything needs altering.
