[RFS] cif-tools

In https://salsa.debian.org/med-team/cif-tools you can find the code for 
a suite of mmCIF tools. The applications allow you to convert files 
between PDB and mmCIF format, pdb2cif and cif2pdb. Other tools are there 
to query or manipulate mmCIF files.

mmCIF files are used to store structural information for macro molecules 
(proteins and such).

These applications depend on libcifpp which is not yet processed so I 
could not use gbp to build packages, but that should not really be a 
problem.
