I admit I have heard the first time about mmcif_pdbx dictionary files
but from what I've read /var/cache sounds a sensible place.  If its
just a warning (what exact wording is used - could you give a full
output of `lintian -i` ? ) I would probably override this.

I do not think that we should try to compete with our very specific
low-popcon stuff with tzdata.  We have to find a low maintenance
solution.
