I admit I'm not yet conviced what this will bring for the user.  Usually
we are packaging CRAN / BioC packages as *dependencies* of other software
so we can install a whole system that contains the code users want to
run without extra effort.

I also try to package Test-Depends - except if it these are larger data
sets.  In this case I tend to skip the test.  We could even access the
internet for autopkgtests and may be we should enhance our tests
regarding this.  But I'm somehow reluctant with these large data packages
before we have discusses its advantage for user installations.
