[RFS] stringtie

Hi,

I've added autopkgtests for stringtie,

since this uses extra data which blows up in size, I created a new binary for the same.

Hence, this needs to go through the NEW queue.

My changes are pushed to the team-repo here[1].

Needs review and sponsorship.
