ncbi-vdb - compiles, could a regular maintainer please double check?

Hello,

I fiddled with it until it compiled again - the new version is needed to
compile the sra-sdk. The problem was with the crypto functions for which
the ncbi wrapper function was not existing for a few callbacks, so I
used the original function. But I cannot claim to truly have known what
I was doing.

and there lines matching "vdb_mbedtls"
