To be removed after python-cgloud, #918869 [1] for the same reasons:
python-bd2k was originally packaged as a dependency of Toil[2], but by the time
Toil arrived in the NEW queue it had dropped its dependency on python-bd2k.

Other than the aforementioned python-cgcloud, there are no other
(reverse-)dependencies on python-bd2k in Debian.
