I do not think that anybody was specifically "rude":

Also

has links to unstable.  The explanation is that the source only upload
did not build:

   https://buildd.debian.org/status/package.php?p=cwltool

The failure looks strange:

   dh_auto_test -i -O--buildsystem=pybuild

installation directory:

    [Errno 13] Permission denied: '/usr/local/lib/python2.7/dist-packages/test-easy-install-6769.write-test'

The installation directory you specified (via --install-dir, --prefix, or
the distutils default setting) was:

    /usr/local/lib/python2.7/dist-packages/

and an according bug was reported (#891752).

It might be that for some strange reason DMs are not allowed to upload
if there is no **binary** in unstable.  Should I try to sponsor or do
you want to investigate further?
