While about to complete the sqlalchemy-migrate bits, I stumbled across
    python-migrate
which should be exactly that.

@Afif, you did the work on the python-bx package. Do you mind me
uploading it? A web search also found me
https://github.com/detrout/debian-bx-python which is inferior to your
work, but it would be nice to get/stay in touch for a possible
co-maintenance, possibly.

@Michael, this leaves it to pulsar-galaxy-lib, right?
