added notion of edam to https://wiki.debian.org/debian/upstream

Hello,

I am a fan of wiki.debian.org. So I just added a description of
debian/upstream/edam to https://wiki.debian.org/debian/upstream .  Now,
besides that, I would like another page to e.g. gather the scripts that
Andreas wrote to learn about what packages already have an edam entry
and to describe how to upload to the bio.tools repository once the
debian/upstream/edam file was created or is updated.

Any suggestions where this should be? I had though about
https://wiki.debian.org/debian/upstream/edam, i.e. something not
specific to Debian Med. Does that sound right for you all?

What other steps are required until we can prepare a DEP  (Debian
Enhancement Proposal,  http://dep.debian.net/)?
