castxml sponsoring or upload rights and insighttoolkit-4.9

Dear all, 

I've prepared the latest snapshot of castxml in the packaging git. 
It fixes some problems with g++-6 interaction and this update is also
required for building insighttoolkit-4.9.

Please sponsor the package, or if Steve doesn't object, give me the
upload permissions. 

Once the new castxml is in the archives, I'd also like to ask for
sponsoring of insighttoolkit-4.9-1 (it has to go through NEW). It is
already prepared in the svn repo and I'm currently doing a test-build
that runs fine so far (79%).
