What is the state of OpenCL on Debian?

The OpenCL headers are regularly updated, so are the main open-source drivers like ocl-icd (reference) and beignet (Intel). There is also pocl (CPU) but the packaging is lagging and its maintainer does not look very active. I am personally using the Nvidia one on my laptop and it works fine too.

We only support CUDA in BART, but I always wanted to add OpenCL
support and it should be fairly easy...

I personally maintain a few packages which requires OpenCL. You only need to build-depend on ocl-icd-opencl-dev | opencl-dev (which would also pull opencl-headers) and you are good to go.
