Btw, in the same paragraph, I think it should additionally be
'--svn-noautodch' instead of '--svn-no-autodch':

[vagrant@debian-8:~] $ svn-buildpackage --help | grep autodch
  --svn-noautodch      Don't add a new Debian changelog entry when done
