python-pysam 0.8.3 ready for review/upload

Hello,

I've checked out #753490 as Andreas pointed out, but the problem 
reported there is largely with samtools. If the samtools patch applies, 
then I think we can revisit applying the pysam patch here.

I think python-pysam is now ready to go. Charles, would you be able to 
review and upload, please?
