Well, the build worked but left empty packages. You should try to run
lintian on the resulting changes file to learn about problems with your
package.
Another hint: It has turned out that using d-shlibs is a relieable way
to create library packages in a policy conform way. You can find an
example here:
git://anonscm.debian.org/debian-med/snp-sites.git
While in the beginning it is a bit complex to understand at first sight
d-shlibs does a relieable job.
