Which is not by chance part of libc6?
# dpkg -S /usr/bin/iconv
libc-bin: /usr/bin/iconv

The typical way to go for is to create a "request for packaging" (RFP). But when waiting for it,
it seems to me like you either pay someone to do it (http://www.credativ.com/ comes to mind, but
a student at your local University would do) or ... sigh ... yes.

The challenge typically is to have someone to update the packages e.g. when some dependency
is removed from the archive - like being updated. This does not happen too often, but with Java
in particular those implicit dependencies on particular versions may be truly nasty.

Is there a chance you could just officially be the ones maintaining it? By forking the github repository? 
Once merged wiht your source tree it seems likely you find it all hard to remove again.
