When you look at http://www.scfbm.org/ you'll see that 20 is the number
of the article of the volume 8 (year 2013). Since BMC doesn't publish
bound issues or volumes, the PDFs of all articles start with page 1.

Well, the specification doesn't seem to indicate whether time stamps
must be fully qualified, so it may actually be a feature ;)
