Sponsoring request: libvistaio (new upstream + housekeeping)

Dear all, 

libvistaio has some outstanding lintian issues, i.e. spelling errors in
the man pages. 
I created a new upstream release that correct these errors and prepared
a new package. In addition, a debug package is now created,  and I also
fixed all the pedantic warnings lintian was complaining about. 

Changes reads: 

   * New upstream release that fixes spelling issues
   * Add symbols file
   * Correct VCS entries
   * Add debug package
