The creation of this pdf is based on the content of a database.
It is not possible to include this into the Makefile to create

These graps are manually updated each month.  The location has moved to

   http://blends.debian.net/liststats/

The graphs are not created using UDD but a separate database inspecting
Debian Mailing list.  I could provide the code which creates the
database.  The code is GPL.
