First upload of ncbi-blast+

Hi,
the package ncbi-blast+ should be ready for a first upload.
Aaron made some modifications on my first packaging, and I retested it.

I renamed the directory in svn tree (trunk/packages) to ncbi-blast+
instead of ncbi-blast-plus.

Can someone have a look and upload to ftp master ?
