No - unstable chroot is fine.  Just my desktop system with

So it might perfectly be caused by #617240.  The question is whether the
bug rectifies to add a versioned
  Build-Depends: libmysqlclient16 (>=5.1.57-1)
to make sure that the build will be always successfully or whether the
problem exists only in 5.1.49-3 while this actual package is not part of
any relevant distribution.
