I do believe that Qt FrameWorks can do the job. http://qt.nokia.com/products/C++ dev, accept obj-C (needs compiler), portability +++ (unices, MacOs, Windows - without extra-coding).
LGPL lib KDE use it (with some adaptations) since the begining.
