I guess your -2 .dsc refernces the above size (1229865) for the
.orig.tar.gz, whereas the -1 .dsc referenced "1210497" as size (see 
http://ftp-master.debian.org/new/dicom3tools_1.0~20090716-1.html)

So you apparently (accidently?) repackaged the upstream tarball between
-1 and -2:

Until dicom3tools is in the archive, I guess you need to get the upload
sponsored each time; DM uploads only take effect afterwards.
