clustalw-mpi: new upstream release and watch file.

Dear all,

I tried to add a watch file to clustalw-mpi, but did not manage to make
one that works. Can somebody have a look? I am affraid that the problem
is trivial but I am blind to it.

If this is fixed, I think that clustalw-mpi would be ready for upload
(which I can not).
