However 3.1.0 is not the latest of mirctn, it is in fact 3.2.0.

You are right.  The clue is the latest full changelog entry:

ctn (3.1.0-1) UNRELEASED; urgency=low
              ^^^^^^^^^^

  * New upstream version available, on sf.net.
  * debian/watch, debian/copyright, debian/control: updated homepage.
    ^^^^^^^^^^^^

The Debian QA pages are regarding the watch files of the *uploaded* Debian
packages.  The old ctn package did not contain a valid watch file and thus
the code that generates the QA pages is not able to identify the upstream
change.

So if anybody has time to work on the latest ctn release to get updated
packages out it might make perfectly sense to do so.
