Good point: I over-reacted.

Two this year, the second one being after the lengthy disucssion of the DEP
(Debian Enhancment Proposal) where all possible wording improvements were
negociated to make clear that contacting the maintainer and uploading to
DELAYED are important things. So definitely it is not a big issue, but that
people willingfully ignore this is making me angry.

Right. This file is for all users, not only the persons who upload to the
Debian archive. I personnally will put the stuff in README.NMU files, whith the
sole purpose of screaming loudly "Can't you read?" next time somebody tries to
"help" me when I am obviously active.

I just commited the following patch. I think that it is much better.
