.c and .h files installed in /usr/lib/perl5/ !?

Dear Perl team,

I am working on an update of libtfbs-perl, packaged by the Debian Med
team. Upstream sources are built unpatched, and install two non-perl
files in ./usr/lib/perl5/. My gut feeling tells me that it is wrong, but
I do not know the build system of perl modules well enough to spot the
problem in the makefiles and report this to Upstream.

The files are:

-rw-r--r-- root/root     20581 2008-07-22 07:09 ./usr/lib/perl5/pwm_searchPFF.c
-rw-r--r-- root/root      4988 2008-07-22 07:09 ./usr/lib/perl5/pwm_search.h
