Some time (probably years) ago there was a discussion that this is
not a good changelog entry.  Please do not just increase the version
number but just state was was done to accomplish this higher policy
version.  If nothing was necessary, please state so, for instance:

  * Updated Standards-Version to 3.7.3 (no changes necessary)
