As a US government work, this is uncopyrightable; having been
released, it is therefore in the public domain, even without an
explicit statement to that effect. For the record, you can find our
usual blurb at the top of /usr/include/ncbi/ncbi.h, in the
libncbi6-dev package. I can double-check with Greg if you'd like.

This is a bit long, and doesn't quite work in the standard form
"<package> is a/an <description>". I'd suggest something like
Description: tool to test a DNA sequence for sequence tagged sites [Biology]
(I realize that "[Biology]" has typically gone at the beginning, but
I'd have to say that that's not really the most appropriate place for
it.)
