I'm not sure what query you used to find reverse-dependencies, but
src:debian-design (design-desktop) is also affected. I've pinged its
bug #888676 and raised the severity to serious.

    smcv@coccia ~ % dak rm -R -n gnome-system-tools
Will remove the following packages from unstable:

    gnome-system-tools | 3.0.0-8 | source, arm64, armel, armhf, i386, mips64el, mipsel, ppc64el, s390x
    gnome-system-tools | 3.0.0-8+b1 | amd64

    Maintainer: Andriy Grytsenko <andrej@rep.kiev.ua>

    ------------------- Reason -------------------

    ----------------------------------------------

    Checking reverse dependencies...
    # Broken Depends:
    debian-design: design-desktop
    debian-parl: parl-desktop

    Dependency problem found.

(That's basically the same command the ftp team would use if they remove
gnome-system-tools, but run against coccia.debian.org's read-only mirror
of the ftp team database, and with `-n` to not actually do the removal.)
