I have just upgraded. Tested with Marco and Compiz WM

Go on the desktop via alt-ctrl-d
Pres alt-ctrl-shift-escpe to switch to the up panel. With COmpiz, alt-ctrl-tab
The caret reaches the notification area, in particular the clock

   * What was the outcome of this action?

Whenever I press a key, the context menu of the clock opens, just like if I
had clicked on the right button of the mouse.

   * What outcome did you expect instead?

tab should browse the applets, Menu key should open the options of each ones
or allrws should move across the applets.

Please file an upstream bug report for this and added the "forwarded" address to this bug, once you have created it on github.com/mate-desktop/mate-panel/issues.

The issue needs to be addressed upstream. Once they have a sanctioned patch, I can cherry-pick it into the mate-panel Debian package.
