Do you mean ctrl+alt+tab switches between panels on your system? It was the behavior of ctrl+alt+tab since the GNOME2 days as I know.

Just pushed a commit to mate-desktop-environment.git [1] that resolves this for Debian.

This implies disabling the switch-window-all keybinding in marco again (which is upstream default anyway and always has been in Debian).
