Such a d-i image boots fine, but then anna attempts to fetch matching
udebs from the Debian repos and since src:linux-6.1 build with udebs
disabled the installer aborts.

While this should be a one-line change in the source package, there is
always some risk in doing this.  And this change doesn't really seem to
be in scope for LTS.

Before replying to the report, I'd like to hear whether the LTS team
generally agrees that with that assessment.

I think that is indeed low-risk, and could benefit users (such as the requester, but others too), so I think it's a good idea.
