It looks like the installability check wasn't run, and the build was tried even
if the build dependencies couldn't be satisfied. That moved the package to that
state.
Basically consider that a dep-wait on cargo, which is blocked on rustc. I'm
investigating that failure (and the armel llvm one, which is blocking the
firefox armel build).
