 Actually this was discussed last release, and the result of that was
that the LTS team doesn't have the funds or capacities to also continue
maintaining the backports packages on top of it.  I am not really sure
if that should have changed, but from what I was told the LTS team is
still underfunded for the regular debian archive.

 So for getting backports added to LTS and people getting paid for it
you would have to first raise the funds for that to happen.  If you
don't have an idea how that additional effort would get funded I see no
way that the LTS team could do it.
