That's correct. The packages created by src:lsb try to achieve that support. 
Note that Debian is not (has not and I doubt it will eventually be) LSB-
certified.

That's correct. This has been documented in lsb-desktop NEWS entry for the 
4.1+Debian7 version (attached):

>   From its 4.1+Debian7 version on, lsb-desktop doesn't depend on Qt3

Then the README.Debian points to snapshot.debian.org.

I would phrase it as the carefully-thought NEWS entry above:
