This is true, but some components of the lsb package are used in Debian
outside the LSB context, and thus could theoretically be run in a Python
3 context. Thus, testing under Python 3 is a good thing, and the build
dependency is needed to do that.
Having a build dependency should not necessarily mean having a runtime
dependency.
