As of 1.2, LSB and i18n were different specs, different
certifications. The intent of 1.3 was to bring in
"level 1" of the i18n spec into the LSB, so that a
1.3 certification would include some i18n aspects, the
ones which aligned with existing LSB elements without
extending it out far into userspace where the li18nux
specification goes.  There have been some interesting 
questions raised here about the details, however.
